
The U.S. Mission to India established the Regional English Language Office (RELO) in 2005 as part of the Public Diplomacy Section of the U.S. Embassy. RELO New Delhi’s mission is to support the effective teaching and learning of English in Afghanistan, Bhutan, and India, while enhancing mutual understanding between the United States. and these nations.
RELO New Delhi collaborates with state governments, Directorates of Education, colleges, and universities in supporting teacher education, teacher training, and teacher professional development, as well as curriculum and language teaching materials development, and other English language teaching projects. RELO New Delhi is committed to supporting effective pre- and in-service training opportunities for English language teachers throughout the region.
RELO New Delhi is also committed to supporting the teaching and learning of English communication skills in a wide variety of specialized fields such as Communication Skills for Disaster Management Professionals, Interviewing Skills for Journalists, Presentation Skills for Public Policymakers, Communication Skills for Gender-sensitive Policing, Presentation Skills for Advocacy, Negotiation Skills for Entrepreneurship, Writing for Academic Publication, English for Health Care Professionals, and more.
The Department of State supports English language training because it strengthens connections between the United States and India, expands access to local and global employment, particularly for youth, and enables access to academic and professional exchange opportunities in the United States.

Online Professional English Network (OPEN) Courses
OPEN Courses are 8-10-week graduate-level, professional development courses for teachers of English as a second language. Courses are run by U.S. universities and provide online instruction on current English language teaching methodologies. The Regional English Language Office provide a limited number of scholarships each year for these courses. Office of English Language Program Massive Open Online Courses (MOOCs)
The State Department’s Office of English Language Programs in Washington, D.C. offers MOOCs on a variety of topics such as English for Media Literacy, English for STEM fields, and English or Business and Entrepreneurship to English for Journalism and English for Career Develop. The English Access Microscholarship Program is a two-year, after-school, intensive English language program for economically disadvantaged 13-25 year-old students. In addition to English language instruction, the program promotes 21st century skills development, community service, and understanding of U.S. culture.
